Doha, Qatar – The Ministry of Justice (MoJ) has signed a cooperation agreement with the United Nations Institute for Training and Research (UNITAR) to launch a new training programme aimed at enhancing the efficiency and innovation of Qatar’s legal sector.
The agreement was signed on Sunday by H.E. Saeed bin Abdullah Al Suwaidi, Undersecretary of the Ministry of Justice, and Michelle Gyles-McDonnough, Executive Director of UNITAR, during an official ceremony in Doha.
According to a statement issued by the Ministry, the programme will be implemented in two phases. The first phase will consist of a series of comprehensive training workshops that address current legal challenges and introduce participants to opportunities in legal innovation and technology. The second phase will feature a dedicated hackathon to assess participants’ creative and technological capabilities and reinforce the knowledge acquired in the initial phase.
The initiative forms a key part of the Ministry’s 2025–2030 strategic plan, which aligns with the human development pillar of Qatar National Vision 2030 and the Third National Development Strategy. The programme aims to provide legal professionals with the tools and skills necessary to meet the growing demands of a technology-driven legal environment.
“The launch of this programme reflects our commitment to building a modern legal system that embraces innovation, enhances transparency, and improves access to justice,” the statement said. “Artificial intelligence and digital tools are essential for addressing complex challenges in today’s legal landscape.”
The Ministry also emphasized the importance of youth participation and public-private partnerships, noting that the digital skills and innovative thinking of the younger generation are vital to creating legal solutions that respond to society’s evolving needs.
By aligning legal frameworks with technological progress, the programme aims to ensure that the rule of law keeps pace with societal and digital transformation. It is expected to position Qatar as a regional leader in legal-tech integration and judicial modernization.
